Are strTime value in TheSportsDB API is on GMT+0 formats?

Yes most are UTC, all soccer should certainly be.

It differs with other sports sometimes like US sports, but it all depends on what was originally entered by the user or from the input source.

Basically assume UTC

All events that have a broadcasting channel associated are also always on UTC
